<p>As Head of Delegation, the Minister of Scientific Research and innovation, Dr Madeleine TCHUINTE was actively involved at the 68th Ordinary Session of the International Atomic Energy Agency (IAEA) General Conference, which kicked off on Monday 16 September 2024 in Vienna, Austria.</p>

<p>On Tuesday 17 September 2024, Dr Madeleine TCHUINTE addressed the IAEA General Assembly on behalf of Cameroon, which was warmly welcomed by the participants.<br>She congratulated IAEA Director General and his team for &#8220;enhancing nuclear safety and security in the world thereby helping to prevent nuclear accidents, particularly in conflict zones&#8221;.<br>Likewise, she pointed out that Cameroon welcomed initiatives undertaken by IAEA to meet the needs of Member States in the face of global challenges by applying nuclear techniques. She went on to highlight technical cooperation with Cameroon.The Minister stated that:&#8221;<em>Cameroon strongly commends efforts to prioritise the emergence agenda and actions aimed at enhancing food and agricultural production sustainability and resilience as well as related means of livelihood in Member States</em>&#8220;.</p>

										<content:encoded><![CDATA[<p><em>The grant agreement for the project to create the Center for Environmental Biosciences in Cameroon signed</em></p>



<p>This project for an amount of approximately 2.5 billion FCFA, funds from the third phase of the Development Debt Reduction Contract, was signed on Friday, June 09, 2023 at 11 a.m. in the meeting room of the cabinet of the Ministry of Economics of Planning and Regional Development (MINEPAT) in the presence of Dr Madeleine Tchuinté, Minister of Scientific Research and Innovation, contracting authority of the said project. The signing of this valuable agreement between MINEPAT and AFD (French Development Agency), on behalf of Cameroon&#8217;s National Research and Innovation System, constitutes an important and concrete step forward dear to Dr Madeleine Tchuinté who, in the framework of the Cameroon-France cooperation advocates the construction of high-level scientific infrastructures for an optimal quality of the performance of Cameroonian researchers.</p>

<p>The Director of the AFD, Ms. Virginie Dago, who was delighted with this happy step, indicated that now that the Convention has been signed, the mechanism will be put in place so that the AFD can transfer the necessary funds from the end of the month of June in progress and will follow the effective start of the project. This futuristic scientific masterpiece carried by an inter and transdisciplinary vision with a unique regional and international vocation in the Sub-region, will allow Cameroonian research to drastically strengthen its capacities in climate change and land use through the dynamics of plant cover and biogeochemical cycles and will at the same time further promote the strengthening of Cameroon/France bilateral cooperation.</p>

										<content:encoded><![CDATA[<p><em>The 31st ordinary session of the ANRP Board of Directors was held on Tuesday, June 27, 2023 at the institution&#8217;s headquarters in Yaoundé.</em></p>



<p>The work of the thirty-first ordinary session of the Board of Directors of the National Agency for Radiation Protection (ANRP) took place on Tuesday, June 27, 2023, in the ANRP conference room under the chairmanship of Dr Madeleine TCHUINTE , Chairman of the Board. They were devoted to examining the various accounts for the 2022 financial year.</p>



<p> In her introductory remarks, the Chairwoman of the Board congratulated the Director General of the ANRP, Prof Augustin SIMO and his team for the preparation and provision of the various accounts relating to the year 2022, as well as the preparation of the mid-term performance report for the 2023 financial year. This report shows that in the first half of 2023, the ANRP issued, among other things, 250 authorizations and approvals, and carried out the dismantling and packaging of 28 spent radioactive sources with the assistant of the International Atomic Energy Agency (IAEA). These data reflect the interest shown by national development actors in the activities and services of this agency.</p>

<p>Dr. Madeleine TCHUINTE was delighted with the execution under management of all the studies of the Public Investment Budget (BIP) 2022 and the respect of deadlines in the award of contracts listed in the BIP 2023. She also welcomed the appointment , by the Head of State H.E. Paul BIYA, members who now sit on the Board of Directors of the ANRP.</p>

										<content:encoded><![CDATA[<p><br><em>The 2nd Russia-Africa Forum gave the Ministry of Scientific Research and Innovation the opportunity to present the potential of Cameroonian research to Russian entrepreneurs. New partnerships have been envisaged in order to allow a transfer of technologies with a view to boosting the industrialization of Cameroon.</em></p>



<p>Under the Very High Leadership of the President of the Republic, H.E. Paul BIYA, Cameroon actively took part in the 2nd<sup> </sup>Russia-Africa Summit which took place from July 27 to 29, 2023 in Saint Petersburg. The main nodal point of this participation was inevitably the important speech delivered by the Cameroonian Head of State during the plenary session of this summit. Added to this, the very noticeable presence of our country at the fair-exhibition which furnished this summit, in particular through its stand. This “Cameroon” space was masterfully maintained and animated by the Minister of Scientific Research and Innovation, Dr. Madeleine TCHUINTE, surrounded by her collaborators from the Central Services and the research institutes under its supervision.</p>



<p>Many visitors who stormed this stand were able to immerse themselves in the potential and performance of Cameroonian researchers, through interviews with the Minister and members of her suite, as well as through the channel of some products from the Cameroonian research exhibited there.</p>

<p>Overall, the holding of this 2nd Russia-Africa Summit was an opportunity for our country to establish a win-win partnership with Russia, to further densify and diversify our relations with this country, particularly in the areas research and innovation, training, industrialization, agricultural development, road and electrical infrastructure,&#8230;</p>



<p>Indeed, our country is endowed with many potentialities which are just waiting to be exploited with an appropriate transfer of technology. The advocacy of MINRESI with Russian interlocutors has also been essentially articulated around this thirst for technology transfer in order to boost the industrialization of our country.</p>



<p> Addressing the many visitors to the stand, the Minister notably indicated that wheat can be grown in the five agro-ecological zones of the country. The production of electricity from civil nuclear power was also mentioned. MINRESI announced its project to develop research with a view to enabling the use of nuclear technology in the production of electricity and the rapid industrialization of the ten regions of the country.</p>

										<content:encoded><![CDATA[<p><em>In its capacity as technical supervisor, MINRESI participated in the open day organized on Thursday, August 03, 2023 by the Mission for the Promotion of Local Materials (MIPROMALO). This day aimed to educate the public on the training offers and services of the Specialized Center for Vocational Training of MIPROMALO.</em></p>



<p>The Mission for the Promotion of Local Materials (MIPROMALO) organized, on Thursday August 03, 2023, an open day at its headquarters in the Nkolbikok district in Yaoundé. The chosen theme was: &#8220;Training in the field of local materials and innovative materials: guarantee of a promising future for young people&#8221;. The objective was to present to the public the training programs offered to young people by the Specialized Vocational Training Center of MIPROMALO. This day was thus in line with government directives in favor of youth employability through research and innovation. Which directives are implemented by the institutes under the control of the Minister of Scientific Research and Innovation, Dr Madeleine TCHUINTE.</p>

<p>Chaired by Dr Jean Calvin BIDOUNG, Head of the Multipurpose Center of Nkolbisson, representing the Director General Dr LIKIBY BOUBAKAR who was unable to attend, the day took place in two phases. First, a protocol phase which was held in the conference room of the institution in the presence of the sectoral partners of MIPROMALO, the Head of the National Center for Education (CNE), the Head of the Regional Center for Research and Innovation of the Center as well as several researchers and learners in the use of local materials. It was punctuated by presentations and video projections. Emphasis was placed on the offers and training programs of the Specialized Vocational Training Center of MIPROMALO for young people. This training is done in collaboration with the Ministry of Employment and Vocational Training and the Ministry of Youth, which offer training grants. After their training, young learners receive support from the National Employment Fund (FNE) to find or create jobs. One of the highlights of this formal ceremony was the presentation of certificates to MIPROMALO trainers as well as to young people who participated in the special holiday training program. The best learner of the class of 2022 was awarded a special prize consisting of work equipment. The protocol phase was closed with the speech of the Director General from which it appears that &#8220;MIPROMALO is particularly grateful to Madam MINRESI and to the Government for her vision and her enthusiastic commitment to make use of research and development structures for the of the structural transformation of our economy as outlined by our national strategy&#8221;.</p>

<p>Then, the official ceremony was followed by the visit of the stands erected on the esplanade of the MIPROMALO. The guests and the public were able to discover and appreciate the technical and technological know-how of the researchers and learners of this institute. In addition to their many publications in scientific journals, these researchers give a practical and utilitarian character to the results of their research. They are therefore in line with the logic of the prescriptions of the Minister. 										<content:encoded><![CDATA[<p>Dr Madeleine Tchuinté urges researchers to ensure national health and food security by promoting Made in Cameroon products. <br>This important strategic direction was given on Tuesday, January 17, 2023, during the presentation of New Year&#8217;s greetings at the MINRESI esplanade. According to the Minister of Scientific Research and Innovation, researchers must improve social well-being mainly based on health and food security, the fight against emerging and re-emerging diseases through permanent epidemiological surveillance, launch and increase the opportunities to strengthen import/substitution policy for better resilience. In short, the import/substitution policy highlights all development efforts which can be broken down into 3 main points and used as a roadmap for 2023: <br>1- Health safety <br>2- Food security <br>3- Environmental safety. The Minister&#8217;s keynote speech followed that of the Secretary General. <br>Teacher. Rebecca Madeleine Ebellé Étamé, for her part, presented an overview of 2022 research achievements. Speaking on behalf of the entire research community, she wished the Minister a happy and prosperous New Year. Other activities followed: giving gifts to retirees; recognition and congratulation of certain deserving staff members; traditional presentation of greetings with a handshake; family photos; and finally a cocktail. The year 2023 has officially begun at MINRESI through this pumping ceremony hosted by the choir &#8216;La Voix de la Recherche&#8217;.
